National Fitness Center is a 6 lane/25 yard pool. We will use all 6 lanes for competition NFC requires a facility waiver, please see attachment on email. These can be sent to me electronically or turn in on the day of the meet. This must be done before the athlete hits the water. All attendees and swimmers are responsible for any damage, loss, or difficulty that may occur. There will be no lifeguards on duty, so athletes compete at their own risk. 

Spectators: There will be bleachers on both sides of the pool but attendees are encouraged to bring their own seating. There is limited space around the pool. 

Meet Format: This meet will use an altered meet format, loosely following the KISL Tri-meet format. Eligibility: Prior to scheduling coaches agreed to this being a “non-year round meet”, meaning if a swimmer is currently swimming with a year-round club team (Prime, TNAQ, ACAC) they will not be eligible for the meet.

Entry Deadline: The meet will be run through our SwimTopia meet management software Meet Maestro, see attached Meet Event File. Entries will be due at 2 pm on Saturday November 1 st . Please have all entries emailed to [email protected] by this time.

Rules: The rules of the current National Federation of State High School (NFHS) govern the conduct of this meet, except as modified by the KISL Constitution and By-Laws or this Meet Invitation. It is the responsibility of both swimmers and coaches to acquaint themselves with said information and be in full understanding of the rules.

Volunteers: We will follow the KISL League Rules for a Tri-Meet to assign volunteer workers for this meet.

Maryville should provide: Referee Starter Head Timer S&T Judge (s) Lane Timers for Lanes 3 and 6 Finish Judge Event Flipper/Announcer Scorer/Computer Entry

Alcoa should provide: Lane Timers for Lanes 1 and 4 S&T Judge(s) Finish Judge Relay Takeoff Judge Runner Scorer/Computer Entry 

Blount County should provide: Lane Timers for Lanes 2 and 5 S&T Judge(s) Finish Judge Relay Takeoff Judge Runner Scorer/Computer Entry 

Meet Referee reserves the right to combine/re-assign volunteer roles in order to best staff the meet.

Each team is responsible for bringing the equipment they deem necessary (There will be no 500 free, so no lap-counters are necessary.) 

Scoring: In accordance with KISL League Rule 10.3, scoring for all events shall be that each team may have a maximum of two scoring entries in individual events and 2 scoring entries in relay events. 

The meet will be following KISL League rule 11: Tri Meet Individual events—7-5-4-3-2-1 Relays—8, 4, 2 *** Heat 1 is the scoring eligible heat for entries.
Middle School scoring will be completed on paper, but times will be entered into Meet Maestro software for digital record. 

The Meet Referee reserves the right to add late entries, but all late entries must be designated as Exhibition Only. 

The Meet Referee reserves the right to eliminate non-entry events and to combine heats/events as necessary to consolidate the timeline of the meet.

2025 Ray Bussard Invitational December 13, 2025 

HOST Organization: KISL – Knoxville Interscholastic Swim League 

LOCATION: Allan Jones Intercollegiate Aquatic Center, University of Tennessee, 2200 Andy Holt Avenue Knoxville, Tennessee 37996 

VENUE: Allan Jones Intercollegiate Aquatic Center: An eight-lane 50-meter by 25-yard competition pool divided by a 4-foot-wide bulkhead, creating two 25-yard pools. Starting ends have Omega - OSB11 starting blocks (28 inches above the water surface) with adjustable footrest wedge with extended platform surface. Pool depth is 8 feet at each end, 9 feet in the center. Lanes are 9 feet wide formed by 6-inch Competitor Lane markers. Warm-up/warm-down pool is located adjacent to the competition pool, with a minimum of two separate 25-yard warm-up / warm-down lanes available. Seating is available for 1,284 spectators in the balcony overlooking the pool. Only coaches, and athletes, officials, and other required meet personnel are permitted on the pool deck. The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming.

ELIGIBILITY: Any high school team is eligible although preference will be given to members of KISL if the meet exceeds the entry limits. Middle school students are also invited to participate in events designated Middle School. 

THIS MEET WILL BE CAPPED AT 850 SWIMMERS. Diving events and diver only entries will not count toward the meet cap. 

MEET FORMAT: This will be a Timed Finals meet run in two courses. The Meet Director reserves the right to determine the number of lanes used per course, and to use a single course. All events will be pre-seeded. 

SCHEDULE: Middle school warm-ups 10:00am Middle school meet start 11:00am Diving warm-ups 1:00pm TENTATIVE Diving competition to follow warm-ups at 2:00pm

ENTRY LIMITS: Swimmers may enter three individual events and two relays. Entries, Parking Pass numbers, & Bus Parking requests are due Tuesday, December 8 th at 8 p.m. Entries must be sent via Hy-Tek to [email protected]. Late entries will be accepted based on lane availability. No new heats will be created. An event file will be posted under Meets on the KISL Website. ENTRY TIMES: Enter with best SHORT COURSE YARDS times achieved in competition or time trial. Entry times should be in hundredths. Conversions are not permitted.

ENTRY FEES: Each team will pay $15.00 per KISL Member athlete ● Bring Checks to the Meet- PLEASE do not mail ● NO INDIVIDUAL Swimmer checks ● One Check per school/co-op ● Make checks payable to KISL ● After Entries are submitted, a fee summary will be provided. W9’s are available if your school requires payment. ● Electronic ENTRIES MUST BE RECEIVED NO LATER THAN December 8th PARKING INFORMATION & FEES: Parking will be located at the N7 garage across the street for $10.00 per pass. There are no longer any meter spots on Volunteer Ave. If you choose not to park in the designated areas, you are parking at your own risk and could be subjected to being towed, ticketed, or car booted. If you choose to park on Volunteer Ave, you must pay through the QR code to have valid parking. 

BUSES: If you are bringing a bus, you must find your parking on the street and pay multiple spots by QR Codes Links for UT Parking. 

ENTRIES for DISABILITIES SWIMMERS: Swimmers with disabilities are welcome and must complete the “Information Form for Disabled Swimmers” and return it with your entry fee summary. 

CHECK-IN: Teams and Swimmers must check-in at the Clerk of Course for deck-seeded events as per the stipulation for that event set by the Meet Director. 

COACHES' MEETING: A coaches' meeting will be held in the weight room prior to the start of the high school session and after warm-ups are concluded for middle school session. No swimmers will be allowed in the pool during this time. 

SCORING: The meet will not be scored individually or by team. 

USE OF AUDIO/VISUAL/DRONES: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, on deck, in the rest rooms or locker rooms. And operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open-ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. 

SUIT, DECK CHANGE RULE and CHANGING AREAS: Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. Swimmers may change in the locker rooms located on the pool deck level. Swimmers should not suit change in public restrooms on the upstairs level. The swimmer must wear only one swimsuit in one or two pieces, except as provided in 205.10.1. All swimsuits shall not extend above the navel nor below the knees, and for women, shall not cover the neck, extend past the shoulder, nor extend below the knee. No technical suits shall be worn by any 12 and Under USA Swimming athlete member in competition at any sanctioned, approved, or observed meet. Note - 102.8.F 

WARM-UP RULES: NFHS safety guidelines and warm-up procedures will be in effect. 

HOSPITALITY: Hospitality will be available for coaches and officials Special Meet Procedures and Guidelines: Team Areas: Teams will be spread around the indoor pool area of the Facility. Only swimmers, coaches, officials, and meet workers will be allowed on the pool deck. In order to comply with current Facility guidelines, the number of individuals on the deck level will be limited to 600 people per session. Swimmers will be allowed to exit the Facility during the meet in order to give parents direct access to their athletes. Locker Rooms: Use of the visitor locker rooms shall be for athletes only. Officials, coaches, and other non-athlete attendees will be required to use the upstairs restrooms, or the restrooms in the timing booth, or the Varsity locker rooms. Timing booth restrooms are single occupancy, we encourage swimmers to come with their suits on and prepared to enter the water, and plan to shower and change at home or the hotel after leaving.
